What temperature does water change from cold to hot to touch, on average?

The temperature at which it’s noticeable varies with each person. For instance, someone who’s used to working around warm or hot objects will notice degrees of temperature variation between warm and hot with great accuracy. Another person may not have such sensitivity and will only notice extreme heat and definite cold.
As with comparing most everything, it’ all relative. Everything must be considered in context: what is a person’s usual experience? What’s their basis for comparison? Is there an average, or a mean, to draw a conclusion from?

This is very subjective, because water cannot change within the space of a few degrees rise from “feeling cold” to “feeling hot”.
I would say use body temperature (~ 37 C) as a reference point.
10–12 C above that and you cannot keep your hand in water for more than a few seconds.

On the other hand, you can keep your hand in 7 C water for quite a long time (-30 vs body temperature).
Excess heat is apparently more harmful than excess cold.
